Historia

La creación de la sección argentina de SIAM surgió por iniciativa de un grupo de matemáticos en marzo de 2005, durante una reunión que se hizo en Buenos Aires de la cual participaron investigadores argentinos y extranjeros. En particular fue Max Gunzburguer,  matemático nacido en Argentina de donde se fue de niño a vivir a EEUU, quien incentivó la creación de esta sección de SIAM. En aquella reunión estaban presentes, entre otros,  Rubén Spies, Domingo Tarzia, Diana Rubio, Pablo Jacovkis, María Inés Troparevsky, Eduardo Serrano, y Alejandro Limache, todos miembros actuales de AR-SIAM. Participaban también de la reunión miembros extranjeros de SIAM, entre ellos Max Gunzburguer, Terry Herdman, John Burns, Eugene Cliff, Tom Banks, que apoyaron y prestaron una invalorable colaboración para la creación de AR-SIAM.

En esta etapa Max Gunzburguer hizo gestiones y averiguó sobre los pasos que debía realizarse para la petición de la creación de la sección. Él nos informó, el 22 de julio de 2005, que debíamos enviar una propuesta a “SIAM Board of Trustees” firmada por al menos 20 miembros de SIAM avalando la solicitud. Parecía una tarea fácil de realizar.

La carta de petición, que fue escrita inicialmente por Ruben Spies y Diana Rubio, luego se modificó con sugerencias de Terry Herdman, John Burns, Eugene Cliff, miembros directivos de ICAM (Interdiscplinary Center for Applied Mathematics, Virginia Tech., USA) y miembros de SIAM. El siguiente texto fue decidido el 8 de septiembre de 2005

Petition to Form a SIAM Section inArgentina
Dear Prof. Crowley:
Argentina has a long tradition in mathematics and has produced famous mathematicians such as L. Cafarelli and A. Calderon. There are currently many active researchers building on this tradition through work in a variety of fields within applied mathematics.
In March of this year, several of our group organized an International Conference on Approximation Methods for Design and Control at the Rectorado Universidad Tecnológica Nacional in Buenos Aires. The meeting attracted researchers from Argentina, as well J.A. Burns, M.D. Gunzburger and others from theU.S.The establishment of a SIAM Section would be of great help in organizing future meetings and lectures, allowing us to serve SIAM members here and abroad.
We, the undersigned, certify that we are members of SIAM, and that we wish to form a SIAM Section, according to the Bylaws of SIAM. The Section would cover the geographic region that includes the nation of Argentina.

Ese mismo día, Jim Crowley nos informa que hay sólo 7 miembros de SIAM en Argentina. Mediante una nota firmada por Ruben Spies, María Inés Troparevsky y Diana Rubio, se invitó a los socios argentinos de SIAM a firmar el pedido de solicitud y se comenzó una campaña para invitar a asociarse a SIAM por US$ 10 en calidad de “outreach member”. En ese momento no estaba claro si tenía sentido la creación de la sección argentina de SIAM o si era más conveniente crear una asociación argentina de matemática aplicada independiente de SIAM. Finalmente se creyó más conveniente crear una sección de SIAM porque parecía más sencillo de lograr. Entonces se convocó a la comunidad matemática y también a ingenieros de todo el país y Rubén Spies coordinó la tarea de juntar firmas que llegaron a ser más de 50 y en enero de 2006 se envió la solicitud a Jim Crowley. Había que esperar la decisión del “Board of Trustees of SIAM”.

En la reunión de julio de 2006 del “Board of Trustees of SIAM” (USA), se aprobó la creación de la Sección Argentina de SIAM (AR-SIAM) junto con BG-SIAM (Bulgaria Section of SIAM), hasta ese momento sólo existían dos sección de SIAM en el exterior de Estados Unidos, UKIE SIAM (United Kingdom and Republic of Ireland of SIAM) creada en 1997 y  EASIAM (East Asia Section of SIAM) creada en 1998.

Después de aprobada la creación de la sección, SIAM debía  nombrar una comisión temporaria para que redactara el reglamento interno (Rules of Procedures) y pusiera en marcha la sección. Para esto se realizó una consulta por mail a todos los que había firmado la solicitud, de la misma surgió la siguiente lista  (en orden alfabético)

De esta lista se eligieron los cuatro que formarían la comisión temporaria.

El 4 de octubre de 2006, Jim Crowley  envió invitaciones a participar como los primeros “officers” de la Sección a quienes formaron la comisión directiva temporaria:

  • Vicepresidente: Domingo Tarzia
  • Secretaria: Diana Rubio
  • Tesorera: Ma. Cristina Maciel.

Esta comisión tuvo como una de sus misiones escribir el reglamento interno (“Rules of Procedures”) que determina los objetivos y el funcionamiento de la Sección.

 RULES OF PROCEDURES

Luego de más de un mes de deliberaciones entre los nuevos “officers” y el resto de la comunidad de SIAM en Argentina,  se deciden las reglas de procedimiento (Rules of Procedures).

El  27 de noviembre de 2006 se envió a Jim Crowley la versión final de las  Rules of Procedures.

Éstas debían ser aprobadas por SIAM a través del “SIAM Board of Trustees”

El 9 de diciembre de 2006 en la reunión del “SIAM Board of Trustees”  se aprobaron las Rules of Procedures quedando AR-SIAM creada oficialmente. Las reglas fueron publicadas en la página de internet de SIAM

El 19 de diciembre de 2006 se eligió el logo de la Sección.

La primera asamblea anual se realizó el 4 de octubre de 2007, dentro del marco del primer congreso de Matemática Aplicada, Computacional e Industrial,  (I MACI 2007) realizada en la ciudad de Córdoba en forma conjunta con la ENIEF 2007 de la Asociación Argentina de Mecánica Computacional (AMCA), del 2 al 5 de Octubre de 2007.

El congreso fue realizado con subsidios otorgados a tal efecto por CONICET, ANPCyT y SIAM y  contó con 9 sesiones científicas exclusivas, 9 sesiones científicas realizadas en forma conjunta con ENIEF,  5 cursos de 4 horas,  4 conferencias plenarias, un concurso de becas (monto máximo de $ 250) para estudiantes de grado y posgrado. Además se otorgaron 20 becas parciales para la participación en la misma. Se presentaron 235 comunicaciones de las cuales fueron aceptadas 215 para ser presentadas oralmente durante la reunión científica. Por otro lado, se publicaron 104 trabajos completos los cuales han seguido un sistema de referato. Dichos trabajos fueron publicados en la revista Mecánica Computacional, Vol. 26 (2007).

En la asamblea realizada el 4 de octubre, se fijaron las fechas para las elecciones de la primera comisión directiva de AR-SIAM y se propone  la creación de ASAMACI (Asociación Argentina de Matemática Aplicada, Computacional e Industrial) con sede en la ciudad de Santa Fe.

La reunión científica organizada por AR-SIAM se llevó a cabo en la ciudad de Santa Fe, del 30 al 31 de octubre de 2008. Durante la misma hubo seis charlas a cargo de prestigiosos investigadores argentinos que se encuentran trabajando en Matemática Aplicada, en diversas áreas de las Ciencias, la Ingeniería y la Industria:

  • Victorio Sonzogni (CIMEC, CONICET-UNL, Santa Fe), «Cálculo paralelo en mecánica computacional, en el CIMEC»;
  • Sergio Preidikman (CONICET – UNC, Córdoba), «Super maneuverable, flapping wing micro-air-vehicles inspired by biology»;
  • Carlos D’Attellis (Universidad Favaloro, Buenos Aires) “Algunas aplicaciones de la teoría de control y el análisis de señales”;
  • Javier Etcheverry (Tenaris – UBA, Campana – Buenos Aires) “Algunos problemas matemáticos en la industria del acero”;
  • Juan Santos (CONICET – UNLP, La Plata), «Ondas en medios porosos y sus aplicaciones»;
  • Pablo Jacovkis (FCEyN – FI, UBA, Buenos Aires), “El laboratorio del matemático”.

El 31 de octubre de 2008 tuvo lugar la segunda asamblea anual. Durante la misma:

    1. Se decidió realizar el congreso II MACI 2009 en la ciudad de Mar del Plata en forma conjunta con la UMA (Unión Matemática Argentina) en el mes de septiembre de 2009. Por motivos ajenos a la comisión directiva, se decidió hacer el II MACI 2009 en la ciudad de Rosario del 14 al 16 de diciembre de 2009. En esa oportunidad tendría lugar la tercera reunión anual de AR-SIAM.
    2. Se decidió realizar el primer Taller de Matemática Industrial en lugar a determinar, coordinado por el Javier Etcheverry en el mes de marzo de 2010
    3. Se realizó el escrutinio de la primera elección de autoridades de la Sección. El porcentaje de socios que votaron fue del 76,47 %  resultando electos:
    • Presidente Rubén Spies.
    • Vice Presidente: Domingo A. Tarzia.
    • Vice-President Segundo: Pablo M. Jacovkis.
    • Secretaria: Diana Rubio.
    • Pro secretario: Eduardo A. Santillan Marcus
    • Tesorero: María Cristina Maciel.
    • Pro Tesorero: Karina Temperini
    • Vocales: Carlos D’Attellis, Pablo Lotito, Cristina Turner, Germán Torres y Graciela Sottosanto

Por otro lado, en ese mismo día, 31 de octubre de 2008, se acepta la constitución de ASAMACI (Asociación Argentina de Matemática Aplicada, Computacional e Industrial) la cual obtiene su personería jurídica en el país el día 19 de mayo de 2009 por Resolución No. 443/09 de la IGPJ (Inspección General de Personas Jurídicas) de la Provincia de Santa Fe. Tanto AR-SIAM como ASAMACI tiene por finalidad agrupar a todas aquellas personas interesadas en debatir, profundizar, elaborar y difundir estudios y programas sobre problemáticas e importancia de la matemática aplicada. A tal fin fomenta entre sus asociados reuniones científicas, sociales, recreativas, educativas y de divulgación científica.

Ambas instituciones organizan en forma conjunta los congresos MACI y los talleres TAMI, siendo los primeros eventos realizados en el país los siguientes:

  1. Primer Congreso de Matemática Aplicada Computacional e Industrial (I MACI 2007), Córdoba, 2-5/10/2007;
  2. Segundo Congreso de Matemática Aplicada Computacional e Industrial (II MACI 2009), Rosario, 14-16/12/2009;
  3. Taller Argentino de Matemática Industrial (TAMI 2010), Buenos Aires, 1-6/3/2010;
  4. Tercer Congreso de Matemática Aplicada Computacional e Industrial (III MACI 2011), Bahía Blanca, 9-11/5/2011.

9 de Marzo de 2005: Se comienza a analizar la posibilidad de la creación de la Sección Argentina de SIAM.

Julio de 2006: aprobación de la creación de la Sección Argentina de SIAM por el  “Board of Trustees of SIAM” (USA).

4 de octubre de 2006: Designación de la Comisión Temporaria (Officers) de la Sección.

27 de noviembre de 2006; se envían a SIAM las Rules of Procedures para su aprobación.

9 de diciembre de 2006: aprobación de las Rules of Procedures  por parte de la “SIAM Board of Trustees”.

19 de diciembre de 2006: se eligió el logo de la Sección.

4 de octubre de 2007: primera asamblea anual de AR-SIAM durante el congreso I MACI 2007. Se propone  la creación de ASAMACI con sede en la ciudad de Santa Fe.

31 de octubre de 2008, segunda asamblea anual de AR-SIAM, escrutinio de la primera elección de autoridades de la Sección. Además, se constituye ASAMACI.

AR-SIAM, The Argentinean Section of SIAM

This Section Rules of Procedure (hereinafter called «Rules») applies to the SIAM Section called «The Argentinean Section of SIAM (AR-SIAM)».

The Section to which these Section Rules apply is formed under the aegis of SIAM, and shall operate within its bylaws. This Section shall not affiliate with any other organization without first obtaining the written approval of the SIAM Board of Trustees or its designee. No provisions of these Section Rules shall be construed so as to contradict the SIAM Bylaws.

These Section Rules may be modified by the Section with the approval of the SIAM Board.

Él nos informó, el 22 de julio de 2005, que debíamos enviar una propuesta a “SIAM Board of Trustees” firmada por al menos 20 miembros de SIAM avalando la solicitud. Article I: PURPOSE

  • The purposes of the AR-SIAM are:
  • To provide a forum for the discussion and enhancement of Applied Mathematics in the region.
  • To promote the application of Mathematics to Science, Engineering, Computational Science, Industry and Technology.
  • To encourage and endorse activities for the enhancement and promotion of the education of Applied Mathematics at both undergraduate and graduate levels.
  • To promote basic research and education in Mathematics, supporting, promoting or leading to applications in industry and science.
  • To provide media for the exchange of information and ideas between mathematicians and other technical and scientific personnel.
  • To promote interdisciplinary research with different disciplines of science and engineering in areas involving mathematics.
  • To promote the cooperation with different scientific and educational institutions of the region through meetings and conferences.
  • To promote the interest in Applied Mathematics among all disciplines of Science and Engineering.

Article II: ACTIVITIES

Organization of meetings and seminars on subjects of Applied Mathematics for students of different disciplines of Science and Engineering.

Organization of seminars and conferences on advanced topics of Applied Mathematics and Computational Science.

Organization of activities oriented to promote the interaction among applied mathematicians and all users of Mathematics in Industry, enterprises and other Institutions.

Organization of activities oriented to promote and encourage the education of Applied Mathematics at both undergraduate and graduate levels.

Article III: TERRITORY

The territory will encompass the Argentinean Republic.

Article IV: MEMBERSHIP

Section 1. Any member of SIAM engaged or interested in mathematics and its applications and who is a resident of the geographical area assigned to the Section shall be eligible for membership in the Section. Any member of SIAM who does not live in Argentina may join the AR-SIAM Section and participate in its activities, except that such a member will not be a voting member nor will he/she be eligible for office in the Section. A candidate for nonresident membership shall be advised of these rules at the time of that member’s application for membership. Section members will be designated as nonresident members if they reside outside the geographical area of the Section.

Section 2. There will be two membership categories: Regular member and Student member. The last category includes undergraduate and graduate students. Different dues will be determined for these two categories. The establishment of the annual dues rate for each category shall be the responsibility of the officers of the Section.

Article V: OFFICERS

Section 1. The Section shall have the following officers: President, Vice President, second Vice President, Secretary, second Secretary, Treasurer, second Treasurer. The Section shall also have five Counselors. Officers and Counselors shall be Regular members of SIAM in good standing.

Section 2. The President of the Section shall preside at the meetings of the Section and the meetings of the Section Executive Committee, if any (see Article VI). The Vice President and the second Vice President shall collaborate with the President’s duties. In addition, in the absence of the President, the Vice President shall assume the duties of the President. In the absence of the latter, the second Vice President shall assume those duties.

Section 3. The Secretary shall keep a record of the affairs of the Section, handle correspondence, and submit an annual report of Section activities to the Secretary of SIAM, such report shall be suitable for publication in SIAM News or its equivalent. The second Secretary shall collaborate with all the duties of the Secretary.

Section 4. The Treasurer shall receive and take custody of Section funds, and shall submit an annual Treasurer’s Report and other financial reports, as requested, to the Treasurer of SIAM.

The annual Treasurer’s Report shall be prepared as of December 31 and shall be transmitted to the Treasurer of SIAM by no later than January 15 of the year following. The second Treasurer shall collaborate with all the duties of the Treasurer.

Section 5. The Counselors shall collaborate with the Officers in all the activities of the Section.

Section 6. All officers will be elected for a two-year term. Reelection of any officer for an additional term is permissible.

Article VI: EXECUTIVE COMMITTEE

Section 1. The Section will be managed by an Executive Committee consisting of the incumbent officers and the most recently retired president. The Executive Committee shall have the responsibility for Section management and decision making. The chair of the Executive Committee will be the President of the Section.

Section 2. In case of vacancy, the Executive Committee shall decide how the same is filled for the remaining of the term.

Article VII: OTHER COMMITTEES

Section 1.The section shall have no other committees.

Article VIII: MEETINGS

Section 1. There shall be at least one technical meeting or congress per year.

Article IX: ELECTIONS

Section 1. Section elections shall be by mail ballot. The winners of the election shall be determined by the plurality of the votes cast for each office. Mail ballots must be submitted to the Section membership at least 60 days, and no more than 120 days, in advance of the date when the terms of office expire.

Section 2.

Suggestion for nominations for all offices will be accepted from all AR-SIAM Regular members.

However, the final nominations for Officers and Counselors shall be made by the Executive Committee between two and four months before the Business meeting in the election year.

Nomination will be as follows:

At least three candidates to be elected as President, Vice President and second Vice President.

At least two candidates to be elected as Secretary and second Secretary.

At least two candidates to be elected as Treasurer and second Treasurer.

At least five candidates to be elected as Counselors.

In each case the winners of the election shall be determined by the plurality of the vote cast.

Article X: ANNUAL BUSINESS MEETING

Section 1. The Section shall conduct an annual business meeting once per year. Other business meetings may be called upon by the President or the Treasurer on four weeks’ notice.

Article XI: SECTION FUNDS

Section 1. There will be Section dues for each one of the member categories to be payable to AR-SIAM Section. The Executive Committee will determine the annual Section dues.

Section 2. The privilege of voting for Officers and Counselors shall be limited to active members of the Section.

Section 3. The Section shall deposit all unused funds to which it has legal title in excess of $200 in an insured savings account, unless current operating commitments are in excess of that amount or unless the Section Treasurer obtains a written authorization from the SIAM Treasurer.

Section 4. The Section Treasurer shall maintain books of account that show income and expense items for all activities and balances for all accounts of the Section.

Section 5. Requests for funds in support of Section activities shall be made in writing to the Treasurer of SIAM who will forward it to the SIAM Committee on Section/Chapter Funds.

Loans or grants to Sections may be made by the SIAM Treasurer acting on behalf of the Committee on Section/Chapter Funds. Only one such loan or grant may be made to any given Section during any fiscal year. Other requests for funds shall be substantiated by a proposed budget for expenditures and a current statement of accumulated revenue and expenses.

Section 6. No officer or member of the Section may apply for a grant to support Section activities or enter into any contract to support such activities or provide services, or have authority to contract debts for, pledge the credit of, or in any way bind SIAM, except to the extent that Section funds exist.

Section 7. All Society dues of Section members shall be payable to SIAM, however, Sections may levy Section dues, as specified in Section 1 of the present article.

Article XII: AMENDMENTS

Section 1. These Rules may be altered or amended with the approval of the SIAM Board of Trustees. Submission to the Board of proposed alterations or amendments shall be made only after approval by the majority vote of Regular members of the Section present (or represented by proxy) at a scheduled meeting.

Article XIII: TERMINATION OF THE SECTION

Section 1. A Section may terminate itself by the unanimous vote of the members of the Section present (or represented by proxy) at a scheduled meeting, provided that notice of the proposed termination and the meeting at which it is to be considered has been given to all Section members at least 30 days in advance and to the Board at least 90 days in advance.

Section 2. A Section may be terminated by the Board if there has been no Section activity for two consecutive years.

Section 3. In the event a Section is terminated, the funds to which it has legal title shall revert to the account of SIAM.
